From September 1 to 4, 2026, the Asia Pacific Lottery Association (APLA) held its conference at the Grand Walkerhill Seoul. On September 5, SASEUL's official X (formerly Twitter) account said ArtiFriends, the company that made SASEUL, took part as the blockchain technology partner of lottery company WINDYPLAN.

What they showed there was the "RNG Alliance." The post described it as "verifiable randomness" (random numbers anyone can check) for the lottery industry, running on SASEUL. How it relates to SASEUL coin (SL), and when it'll be used in a real lottery, couldn't be found in public sources.

What is APLA?

APLA is an association of lottery organizations and companies in the Asia-Pacific region. The 2026 Seoul conference was co-hosted by APLA and Dong Hang Lottery, the company that currently runs South Korea's national lottery under a government contract.

The wrap-up post on the official APLA site lists three gold sponsors: Brightstar Lottery, Scientific Games and Windy Plan. ArtiFriends and SASEUL aren't named separately in that post.

What is the RNG Alliance?

RNG stands for random number generator, a device or program that picks random numbers. It does the same job as the numbered balls in a lottery draw machine. The technical standard from the lottery regulator in Ontario, Canada says these numbers must be unpredictable, and every value must be equally likely to come up.

"Verifiable" reads as meaning you can check afterward that the numbers came out without anyone tampering with them. Records on a blockchain (a ledger that many people hold copies of) are hard to change later. The guess here is that they want to use that.

How exactly people would check it couldn't be found in public sources. Which companies are in the alliance isn't known either.

Since when has it worked with WINDYPLAN?

What public articles confirm starts with an MOU in April 2026. The two companies signed a memorandum of understanding (MOU) on a blockchain-based online lottery game platform. The cooperation includes building a blockchain mainnet (a blockchain that's actually running) based on random number generation.

In the articles, WINDYPLAN is described as a shareholder of Nanum Lotto, the company that ran South Korea's national lottery before Dong Hang Lottery.

What do public sources say?

"What was announced" is what the announcing side or the article said. "What was checked" is the part that was matched against other public sources separately.

What does it have to do with SASEUL coin (SL)?

Public sources don't say. The payment methods in the MOU article and the Manila article are crypto and stablecoins (coins pegged to money like the US dollar). Neither the articles nor the official post say SASEUL coin (SL) will be used to buy tickets or receive winnings.

The post alone also doesn't make clear whether "running on SASEUL" means the SASEUL mainnet that anyone can see right now. There's also no public way to find records of this service on the official explorer (a site that shows the ledger to anyone).
